The purpose of a system is what it does (POSIWID) is a heuristic in systems thinking coined by the British management consultant Stafford Beer,[1] who stated that there is "no point in claiming that the purpose of a system is to do what it constantly fails to do".[2] It is widely used by systems theorists, and is generally invoked to counter the notion that the purpose of a system can be read from the intentions of those who design, operate or promote it. When a system's side effects or unintended consequences reveal that its behaviour is poorly understood, then the POSIWID perspective can balance political understandings of system behaviour with a more straightforwardly descriptive view.

The HCI community has worked to expand and improve our consideration of the societal implications of our work and our corresponding responsibilities. Despite this increased engagement, HCI continues to lack an explicitly articulated politic, which we argue re-inscribes and amplifies systemic oppression. In this paper, we set out an explicit political vision of an HCI grounded in emancipatory autonomy - an anarchist HCI, aimed at dismantling all oppressive systems by mandating suspicion of and a reckoning with imbalanced distributions of power. We outline some of the principles and accountability mechanisms that constitute an anarchist HCI. We offer a potential framework for radically reorienting the field towards creating prefigurative counterpower - systems and spaces that exemplify the world we wish to see, as we go about building the revolution in increment.

The Social Meaning of the Personal Computer: Or, Why the Personal Computer Revolution Was No Revolution
This essay presents a processual model of the personal computing movement that depicts the PC's birth within the context of complex and often contradictory social strategies, each of which used the meaning of computer technology in a distinctive way. It suggests that innovators are constrained by such processes to depict new artifacts in culturally meaningful ways, so that it is difficult for them to conceive of their technologies in radical terms. The rhetoric of "revolution" aside, innovators found it expedient to draw from the stock of meanings at hand as they created new meaning-frameworks for their artifacts. The result is that the new artifacts did not express a coherent or effective political vision and failed to have the intended social effects. This study implies that new technologies frequently reproduce existing social and meaning systems; if they do bring about social change, the changes may differ from those intended by the innovators.
