Data Feminism for AI

Attacks on women and trans people are not happening in a vacuum. Communications scholars W. Lance Bennett and Marianne Kneuer recently argued that we are witnessing the intensification of "illiberal public spheres" around the world (Bennett and Kneuer, 2023). These are characterized by a set of anti-democratic communications tactics that include the denigration and exclusion of minoritized people, targeted attacks on the press and political institutions, and transgression of norms of civil discourse. Such tactics are enabled and amplified by the social media platforms owned by Big Tech, whose business model elevates attention above all other metrics, such that they profit richly off extremism, threats, spectacle, and lies. The success of this corporate partnership with right-wing extremism is evident in the proliferation of book bans (Magnusson, 2024), the demonization of DEI and critical race theory (Crenshaw, 2022), and mob tactics to doxx, intimidate, misrepresent, and otherwise silence people that study misinformation, speak out against racial and gender violence, or rule against insurrectionists (Edmonds, 2024). At the same time, we have seen the continued work of feminists, including Latin American, Indigenous, and abolitionist feminists in the US and globally, doing the work of imagining alternate worlds (Cullors, 2021; Davis, 2022; Ricaurte, 2019; Simpson, 2017). This paper represents our own first attempt to imagine a more equitable, sustainable, feminist world for AI research.

Technology has always been a part of human existence. Today though, says the experimental physicist, Ursula M. Franklin, technology has large-scale effects on culture itself. Ursula Franklin is an experimental physicist, University Professor Emeritus at the University of Toronto, a former board member of the National Research Council and the Science Council of Canada, and a companion of the Order...

Operation Voder: AT&T, Bell Labs, and the Labor of Techno-Utopia at the 1939 New York World’s Fair

This article explores the labor demands of the Voder, the electrical speech synthesis machine developed by Bell Labs for AT&T’s 1939 New York World’s Fair exhibit. The article situates the Voder within the historical context of the fair, with the United States emerging from the Great Depression and political tensions escalating across the globe. By examining the decision to incorporate the machine’s young female operators into the exhibit, the article argues that AT&T executives used Voder operators to normalize a new vision of technological utopia that relied heavily and conspicuously on the infrastructural labor of women. Moreover, the article highlights the previously unacknowledged engineering contributions of Voder operators in the years before the fair, writing women into the origin story of a machine that laid critical groundwork for speech recognition and voice encryption technology.

Joanna Russ- SF and Technology as Mystification

Talk about technology, long familiar to science-fiction readers and writers, is getting popular in Academia too. Particularly interesting to humanists is the connection between technology and whatever their own particular subject happens to be; I've attended three such formal symposia in the last five years, six including SF conventions, and including informal discussions among students, in writing classes, SF classes, and elsewhere, somewhere between fifty and sixty.

Coloniality of Skill Codification: A Decolonial Feminist Analysis of “Ideal Workers” in the “Future of Work” Policy Discourses

ABSTRACT Over the last decade, policy actors have produced a surge of “future of work” reports that reimagine workers through the dual logics of digitalization and human capital. Drawing on 25 policy documents (WEF, World Bank, OECD, EU, and major consultancies) and combining Bacchi and Goodwin's WPR approach with decolonial feminist theory, this paper demonstrates how these imaginaries construct an “ideal future worker” that reinscribes colonial hierarchies through a process we term the coloniality of skill codification . This concept describes the translation of embodied, historical, and relational differences (race, gender, caste, disability, age, and geopolitics) into ostensibly neutral, measurable skill categories that naturalize Global North standards and colonial hierarchy. Our analysis uncovers three interlocking mechanisms: (1) construction of workers as techno‐neoliberal skill bundles (relational human–machine codependency), (2) commodification of social difference (inclusion framed as extractable competitive advantage), and (3) technical‐statistical indexation (national human capital metrics that rank countries and workforce potential). This paper intervenes in the emerging field of Feminist AI by arguing that the policy discourses surrounding AI and automation in the workplace are actively constructing a new, insidious form of the “ideal worker” that rearticulates colonial‐gendered power structures.

Data Refusal from Below: A Framework for Understanding, Evaluating, and Envisioning Refusal as Design

Amidst calls for public accountability over large data-driven systems, feminist and indigenous scholars have developed refusal as a practice that challenges the authority of data collectors. However, because data affect so many aspects of daily life, it can be hard to see seemingly different refusal strategies as part of the same repertoire. Furthermore, conversations about refusal often happen from the standpoint of designers and policymakers rather than the people and communities most affected by data collection. In this article, we introduce a framework for data refusal from below —writing from the standpoint of people who refuse, rather than the institutions that seek their compliance. Because refusers work to reshape socio-technical systems, we argue that refusal is an act of design and that design-based frameworks and methods can contribute to refusal. We characterize refusal strategies across four constituent facets common to all refusal, whatever strategies are used: autonomy , or how refusal accounts for individual and collective interests; time , or whether refusal reacts to past harm or proactively prevents future harm; power , or the extent to which refusal makes change possible; and cost , or whether or not refusal can reduce or redistribute penalties experienced by refusers. We illustrate each facet by drawing on cases of people and collectives that have refused data systems. Together, the four facets of our framework are designed to help scholars and activists describe, evaluate, and imagine new forms of refusal.

Glitch feminism: a manifesto

"A new manifesto for cyberfeminism. The divide between the digital and the real world no longer exists: we are connected all the time. How do we find out who we are within this digital era? Where do we create the space to explore our identity? How can we come together and create solidarity? The glitch is often dismissed as an error, a faulty overlaying, but, as Legacy Russell shows, liberation can be found within the fissures between gender, technology and the body that it creates. The glitch offers the opportunity for us to perform and transform ourselves in an infinite variety of identities. In Glitch Feminism, Russell makes a series of radical demands through memoir, art and critical theory, and the work of contemporary artists who have travelled through the glitch in their work. Timely and provocative, Glitch Feminism shows how the error can be a revolution"--Publisher's website
